Can you suggest where I could buy the 1/2 X .014 and .007 carbon fiber tape need to strengthen the inboard spars on E-Chrysalis?

I believe you can get it from Composite Structures Technology. It's in their "Carbon Fiber Laminates" section, at: http://www.cstsales.com/CFLaminatesUnidirectional.htm

    Do I need to do this step?

For the electric version or for a sailplane that you only plan to Hi-start, no, I wouldn't bother. I've been flying the wing on mine without any carbon since before the end of the last century with no problems.

However, it is probably a good idea to go ahead and do it now if you think that someday you might want to use this particular wing on the sailplane fuselage with a winch for launching. Winches are a lot less forgiving, the lines are stiffer than a Hi-start, and so in addition to the extra stress generated by the winch itself, the stiffer line causes much higher stresses if you happen to hit a gust.
