Are the instructions for the Chrysalis Mk II available for down load to the public?

No, it's just not practical, and the raw electronic files also contain too much proprietary information. You would have to have a reader for a somewhat uncommon CAD system to read them (CadKey), and the files total over 11 megabytes in size.
