I need to rebuild the saddle for the v-tail of my Chrysalis. What is the proper decalage (say, relative to the top or bottom surface of the fuselage)

There's a clue in the assembly method. Did you notice that F4 and F5 are identical? They set the positions of the upper longerons in the tail saddle area, and therefore the incidence of the tail. Yup, you guessed it, those longerons should be exactly parallel to the bottom of the fuselage; i.e.: the incidence relative to the fuselage bottom should be zero.

One caution, since your fuselage bottom probably has the doubler (i.e.:skid plate) installed in the nose and wing saddle areas, the entire fuselage will no longer sit perfectly flat on your building table. Either hang the portion with the doubler off of the end of the table, or else shim up the aft end of the tail boom by an amount equal to the thickness of the bottom doubler.
