I am having a problem with step 11 Wing skin notching tool for the RK Jenny . What is it or were is it ?

The notching tool is for marking the location of the notches for the wing struts in the upper skins of the wings. It's in the card of 1/32" plywood parts. It looks like a slender rectangle, with a tab sticking up at one end (you locate that at the wing leading edge) and two small forks sticking up, one a little ways aft of the leading edge tab and the other at the aft end of the rectangle.
There can be a lot of variation, depending mainly on builder technique, in how the upper wing skin ends up aligning with the rest of the wing structure. If we pre-cut the slots in the upper wing skins for the wing struts, chances are that they would not be in the right location. By using the leading edge of the finished wing panel plus the pre-cut notches for the struts in the lower wing skin to locate the notching toll, we can transfer some punch marks through the upper wing skin at the precise location of the front and back ends of the notch for each wing strut. You then cut out the approx. 1/8" long pieces of wood between these punch marks and you end up with a precisely sized and positioned slot in the upper wing skin for the end of each wing strut.
This step refers to some notches for struts and ribs in the lower skins of the wing panels. In these locations there are slot for ribs and notches for struts that are so close to each other that the lower skin would be extremely fragile if we cut these areas out completely. They would get easily broken just sitting in the box. We leave the wood "tagged" with tiny gaps in the cut line into the lower skins in the rib slots in these locations to reinforce those areas during packing, shipping and handling. Once you glue on the basswood strip onto the leading edge of the lower skin, it reinforces these areas, making the tagged-in pieces no longer necessary.
